Sweetwater Combined Communications – Operational Messaging via RAVE Alert

These Terms of Service (“Terms”) and Privacy Policy govern the use of the operational messaging platform operated by Sweetwater Combined Communications (“we,” “us,” “our,” or “SCCC”) using the RAVE Alert system. This platform is used exclusively to send operational notifications (text messages and phone calls) to authorized first responders regarding incidents, training times, personnel backfill, and other official operational matters.

RAVE Operational Messaging for First Responders is not a public emergency alert system. We do not send messages to members of the general public for operational messaging purposes.

By being enrolled in, receiving messages from, or continuing to receive messages from this platform, you (or the agency that enrolled you) agree to these Terms and this Privacy Policy.

1. Eligibility and Enrollment

  • Access is limited to authorized first responders whose employing agencies have requested enrollment through Sweetwater Combined Communications.
  • Agencies contact SCCC to add personnel. Agencies must provide accurate email addresses and phone numbers for each enrollee.
  • Agencies are solely responsible for:
    • Ensuring they have the legal authority and consent (or employment-related basis) to provide personnel contact information.
    • Promptly notifying SCCC when personnel are terminated, resign, transfer, or no longer wish to receive operational messages.
  • Individual first responders may request removal at any time (see Section 4).

2. Nature of the Service

  • Messages are sent via text (SMS) and/or automated or live phone calls through the RAVE Alert platform.
  • Message content is limited to official operational communications (e.g., incident notifications, training schedules, personnel needs).
  • Message frequency varies based on operational needs and is not fixed.
  • Standard message and data rates from your wireless carrier may apply. SCCC is not responsible for any carrier charges.
  • Delivery is not guaranteed. Factors outside our control (network coverage, device settings, carrier issues, etc.) may prevent delivery.

3. User Responsibilities

  • Keep your contact information accurate. Notify your agency or SCCC of changes.
  • Do not use the service for any unlawful, harassing, or unauthorized purpose.
  • You acknowledge that messages may be sent using automated systems.

4. Opt-Out / Removal

You may stop receiving messages at any time by:

  • Replying STOP to any text message from our operational messaging number, or
  • Contacting Sweetwater Combined Communications directly to request removal, or
  • Having your agency notify us of termination or opt-out.

Upon receipt of a valid opt-out or removal request, we will process removal from the operational messaging lists within a reasonable time. Note that system or administrative delays may occur.

Agencies remain responsible for notifying us of personnel changes even if an individual has opted out.

5. Prohibited Uses

You may not:

  • Attempt to enroll or cause the enrollment of any person who is not an authorized first responder for operational messaging.
  • Use the service to send or solicit public or non-operational messages.
  • Interfere with the operation of the platform or RAVE Alert system.

6. Disclaimers and Limitation of Liability

THE SERVICE IS PROVIDED “AS IS” AND “AS AVAILABLE.” TO THE MAXIMUM EXTENT PERMITTED BY LAW, SWEETWATER COMBINED COMMUNICATIONS, ITS OFFICERS, EMPLOYEES, AND AGENTS DISCLAIM ALL WARRANTIES, EXPRESS OR IMPLIED.

WE ARE NOT LIABLE FOR:

  • Failure or delay in message delivery
  • Any actions taken (or not taken) by recipients based on messages
  • Carrier charges, network outages, or third-party platform (RAVE) issues
  • Any indirect, incidental, special, consequential, or punitive damages

Nothing in these Terms limits any liability that cannot be limited under applicable law (including Wyoming law).

7. Indemnification

Agencies and individual users agree to indemnify and hold harmless Sweetwater Combined Communications from any claims arising out of inaccurate contact information provided to us, failure to notify us of personnel changes, or misuse of the service.

8. Changes to These Terms

We may update these Terms from time to time. Continued participation after changes constitutes acceptance of the revised Terms. Material changes will be communicated through reasonable means (e.g., notice to agencies or a message via the platform).

9. Governing Law

These Terms are governed by the laws of the State of Wyoming, without regard to conflict of law principles. Any disputes shall be resolved in the courts located in Sweetwater County, Wyoming.
